Kenya Institute of Special Education (KISE) is a semi autonomous government agency of the Ministry of Education, Kenya. It was established through a Legal Notice No. 17 of 14th February 1986. The Institute is currently run by a council appointed by the Minister for Education. The Head of the Institute is the Director who is also the Secretary to the Council.
Core Functions

The Institute has been mandated to carry out the following core functions;

To implement government policies related to special needs and disabilities.
To develop and review programmes in special needs and disabilities at all levels
To conduct courses leading to the award of degrees, diplomas, certificates in all areas of special needs and disabilities
To conduct research in special needs and disabilities and disseminate information to stakeholders and the general public.
To run an Functional and Educational Assessment Centre for training purposes and early intervention for persons with special needs and disabilities.
To run an Orientation and Mobility Centre for training, habilitation and rehabilitation purposes.
To run a National Resource Centre for collection, production, documentation and dissemination of information on special needs and disabilities to the general public.
To run a Community Based Rehabilitation Centre for training purposes.
To run a Centre for Communication Techniques in special needs for training and research.
To run a Centre for Guidance and Counselling in relation to persons with special needs and disabilities.
To design, produce and maintain educational resources and assistive devices for persons with special needs and disabilities.
To advocate on special needs and disabilities and other related emerging issues.
To establish linkages with national and international institutions and organizations on issues related to special needs and disabilities.
To run a model inclusive school for training purposes.
To advise the Government of Kenya on matters related to special needs and disabilities.
To offer consultancy services in special needs education and realted areas.
To carry out any other functions that may be assigned to her by the Government of Kenya.
