| The Office of the Vice President and Ministry of Home Affairs (OVP&MOHA) has very diverse functions and responsibilities. Unlike many ministries that have a single mandate, the OVP&MOHA is a twin organization composed of the Vice President’s Office and the Ministry of Home Affairs. The Office of the Vice President (OVP) has two special functions:
i. The Vice President is the Principal Assistant to the President and in this regard performs functions that the President delegates
ii. The Vice President is Leader of Government Business in Parliament and in this regard he oversees the transaction of Government business; that is, Government bills and motions and other Government interests in Parliament.
The OVP is served by some three departments and offices, newly established or reorganized:
i. Parliamentary Government Business
ii. Communication Services
iii. Protocol and Liaison
iv. The office of Administrative Secretary
The Ministry side of the OVP&MOHA is composed of three technical departments and the central administration
i. The Kenya Prisons Service (KPS) under the headship of the Commissioner of Prisons
ii. The Probation and Aftercare Service (PACS) under the headship of the Director
iii. The Betting Control and Licensing Board (BCLB) under the headship of the Director
iv. The Central Administration that includes General Administration, Finance, Accounts, Human Resources Development, Human Resource Management, Planning, Procurement, ICT, and Public Relations all under the headship of the Director of Administration.
Vision
Our vision is to be an institution of excellence in offender corrections, regulation of gaming, leadership of Government Business in Parliament, and provision of assistance to the President in the performance of his duties.
Mission
Our Mission is to promote a just and secure social environment through containment, rehabilitation and reintegration of ex-offenders, and regulation of the gaming industry as well as pursuing good governance through transaction of government business in Parliament, and performance of duties assigned by the President.

Contribution to the National Development Agenda
The OVP&MOHA contributes both directly and indirectly to the pursuit of the national development agenda, expressed under the three pillars of Vision 2030. The OVP&MOHA makes this contribution through:
i. rehabilitation of offenders program
ii. production in Prison farms and industries
iii. Promoting investment in the gaming industry and mobilization of ‘good causes’ money
iv. Enactment of Government Bills and passage of motions in Parliament
v. Performance of duties assigned by the President
The Mandate of the Ministry of Home Affairs is to:
i. formulate policy that will anchor the ministry’s program, projects and activities
ii. contain offenders in safe custody and rehabilitate such offenders, including offenders on non-custodial sentence
iii. resettle and reintegrate offenders in the community
iv. generate and provide information to court
v. license, authorize and supervise gaming activities, and
vi. empower the vulnerable groups
The OVP&MOHA has one Assistant Minister. The Minister is responsible for policy direction and fulfillment of the mandate of the ministry. The Permanent Secretary oversees implementation of the policies, programs, and activities of the different departments in the OVP&MOHA, the human resource affairs, and accounting for the budget of the OVP&MOHA.
The mandate of the OVP&MOHA has a bearing on about all aspects of the Kenyan society; economic development, security, justice, human resource development, governance, and social welfare and therefore poised to contribute substantially towards the realization of Kenya’s Vision 2030 strategy. |
